Jindal Pushes Reimbursement for Earmarks

BATON ROUGE, La. (AP) — Gov. Bobby Jindal’s budget office issued guidelines to state agencies on how to distribute dollars to nongovernmental organizations added to this year’s budget by lawmakers. Included is a recommendation that agencies reimburse costs, rather than write upfront checks. The guidelines say:

Reimbursements should be made only after an agency receives detailed progress reports on the entity’s spending of state money.

If the entity has no money for start-up costs, the agency can provide quarterly advances after receiving a detailed business plan indicating the line-item appropriation is the only source of funding available. Second, third and fourth-quarter disbursements should only be made after receiving cost reports and progress reports for the previous quarter’s spending.

If the organization is using state money for a major purchase, such as equipment, and has no funds to do so, the agency can give the full earmark amount upfront after receiving justification supported by a business plan indicating there is no other source of funding available for the purchase.
